What happens if user fails to make recurring payment in 2Checkout? Will amember block user's account automatically?
If a user fails to make a payment in 2Checkout the user will be listed under pending. So when user does signin he or she can pay for it, but can not access the account until the user paid the memership fee's.

No, 2CO does not report any info about recurring billing, so site administrator must be disable these customers manually. Regarding member.php - it is a service page, and available for any registered user to make possible subscription upgrade or renewal. It does not contain any protected info inside.
