I used the IBM P3P policy generator to create a policy for my site. Now I've created a /w3c/p3p.xml file.

Is this enough for affiliate cookies to become active with aMember? This is a little confusing for newbies.

Actually you need to setup compact policy headers only. Policy xml file is not required.

WTF! My head just hurt reading that link.

So, is the affiliate program not working if we just have a privacy policy page in place?

Actually this affect only IE6 with default settings. For other browsers affiliate cookies will be accepted without a problem.
Anyway if you have problems with that settings contact us in helpdesk.
