We are creating a subscription-based revision tool using Moodle and aMember. Users will be able to purchase access themselves, or in some cases a university will be purchasing a licence for all their students. Is there any way of allowing IP recognition using Moodle and aMember?

Unfortunately, there is no such option for Moodle, at least as I know.
It is better to find a way how to do that in Moodle (may be manually), then just handle such clients manually.

I understand you can do this from amember by setting the 'Maximum count of different IP' equal to 1 in advanced tab in amember control panel. Of course you should take care that user registers in amember from that particular ip.

    Alex am I correct?

No, I think cluzet asked a little different thing. Your solution will only block account if user will login from different IP. But I guess he need to allow access by IP address for users who go from specified IP (this is not implemented yet)
