Commenting on a Helpdesk Thread sends a message to the client.

    We noticed that we can comment (not reply) on a helpdesk thread and that the client can't see our comments, but it does generate an update email to the client saying that we've responded to their ticket.

    It shouldn't do that when we comment, right?
