I made a fresh install of 4.2.7 with new package downloaded from cgi-central July 18. This admin page resolves correctly: http://subscriptions.print-science.com/a4gb/admin-setup/ However all the sub-pages like: http://subscriptions.print-science.com/a4gb/admin-setup/plugins give me a 404 error.
Had the same problem when I upgraded to PHP 5.3.14 and was told by support to get PHP 'pcre' extension updated. Did this and problem was solved.
