Issue with Paypal integration? What's wrong?

What's wrong with this?

I have it configured to work with PayPal, yet it doesn't redirect them to PayPal at all like it's not even configured.

Any ideas?

Have had nothing but trouble getting this working and now it just stopped all together after putting this thread up.
