I am lowering the cost of the pay-to-read side of my blog. New subscribers are being charged the lower rate, but old subscribers continue to be charged at the old higher rate. How can I change a setting so both new and old subscribers will be charged the same lower rate?

Is this problem related to aMember or PayPal?

I guess you use paypal_r plugin. If so, subscriptions are managed by paypal itself, so if you will change price in aMember this will affect new signups only.

Is there any way within aMember to lower the rate for current or old subscribers or must this be down within PayPal?

Yes, I do use the PayPal plugin.

They have an agreement for $XX at paypal- this cant be changed. (or there would be a risk of a scammer charging $1 today, but then raising to $1000 without the member knowing...)
You would need them to cancel, then signup again, or you can give them partial refunds.
