My site is using all caps on signup.php

As the title says, my Site is using all caps on teh Signup.php page.

I don't want people to think I'm yelling <-- lol

But anyway, how can I change this?

For Example:

CHOOSE A LOGIN NAME (USER ID) *​

IT MUST BE 4 OR MORE CHARACTERS IN LENGTH AND MAY
ONLY CONTAIN SMALL LETTERS, NUMBERS, AND
THE UNDERSCORE '_'"​
