txn_type => subscr_failed Yes, it's a recurring subscription. Got and email from Paypal that it failed, and that they would try again on the 19th.
I spent a few hours at the paypal developers site, and from what I can can gather it really has nothing to do with Amember. Amember did it's job, the member has either no funds, and there is not a back up payment method. In which case I Will wait until after the 19th to manual remove this member. Thanks for your hep David.
