Recurring payment was not created

    Recently, we have had several customers who attempted to create recurring payments via Website Payments PayPal Pro but received error codes (10751 - failure). We received their first payment but a recurring payment was not created.
    PayPal support suggests that we resubmit the request few minutes later and the request will most likely complete. In order to do that we would need to store the API request and resubmit it if we got a failure.
    I would like to know:
    1. if you have any comments about my issue
    2. what would be the best away to securely store the API request and resubmit it

    Hmm, according to paypal documentation this error means:
    The merchant provided an address either in the United States or Canada, but the state provided is not a valid state in either country.
    So I don't think that it will pass when submitted second time.
    Can you provide full invoice log of failed transactions (you can do this in helpdesk)
