Setting up Affiliates: aMember/1ShoppingCart

I'm setting both tools up and am wondering if I have to set up the affiliate programs in both aMember and 1ShoppingCart, or if I can do it in one.

Currently, I've set it up in aMember only, following the steps here: http://manual.amember.com/Affiliate_Program, but I don't see the "Advertise our website to your friends and earn money." link to allow people to sign up for the affiliate program.
