Subscribe to newsletter: automatically checked on signup

Does anyone know how to set the "receive notifications" checkbox to be automatically checked on page load on the signup page?
Forms editor -> signup form -> Newsletter -> configure -> Default unchecked (checkbox not checked) does not seem to be doing its job?
